Our mission

We’re a membership organization for Coast Guard-licensed captains, and we’re dedicated to two primary missions:

  Promoting the professional development of our members

•  Serving the maritime public

For members, we operate a free, online job board that serves as a clearinghouse for captains’ jobs; offer continuing education classes; mentor captains to help improve their practical skills; and provide opportunities for members to network with other captains and with leaders in the maritime community.

We also serve the broader interests of the maritime community—by providing a "hire a captain" service; offering maritime-related courses to the public; providing up-to-date information; maintaining a code of ethics for captains’ dealings with their clients; and participating in public-service activities, such as safety at sea conferences.

Here's what we provide for our members

JOB OPPORTUNITIES—We operate a free, online job board that serves as a clearinghouse for captain’s jobs, from stints as delivery captains to skippers of charterboats, tourboats, water-taxis, towboats, and larger ships. 

NETWORKING—Come to our monthly meetings—on the fourth Monday of every month except  August and December—and chat with experienced captains about any subject you’d like to explore. Our members can provide you with information, contacts, and advice on how to operate your business. 

CONTINUING EDUCATION CLASSES—We offer our own members-only classes on a wide range of subjects, from marine electricity and offshore safety to radar operation and license-renewal, taught by experienced experts. Members also receive discounts on courses that CAPCA provides for the public. 

PROFESSIONAL MENTORING—Rusty on how to dock a twin-screw vessel—or need some advice on a new AIS transceiver? Get in touch with one of our experienced mentors, who will be happy to help you. 

DISCOUNTS—Membership in CAPCA guarantees you discounts on marine supplies and services, license insurance, and professional courses and associations. 


GUEST SPEAKERS WHO COUNTWe invite top-notch guest speakers to our monthly meetings, from heads of key government regulatory organizations to experts on specific topics—such as fire-prevention and control, weather forecasting, and marine environmental issues. 

SPECIAL EVENTS—PROFESSIONAL AND FAMILY—We schedule special professional and social events for CAPCA members and their families throughout the year. Examples include tours of the U.S. Naval Academy Museum, the USCG buoy-tender James Rankin, the high-tech ship’s bridge simulator at the Maryland Institute for Technical and Graduate Studies (MITAGS). 

WE HELP KEEP YOU UP TO DATE—We provide our members with up-to-date information on merchant mariner licensing, regulatory and legislative initiatives on the federal and state level, USCG alerts and advisories, about new standards published by the American Boat and Yacht Council (ABYC), and more. We also publish an internal newsletter, The Log, which contains updates for members, and provide timely CAPCA Tweets.

•  COME TO OUR MEETINGSOur meetings are public. Come hear our knowledgeable guest speakers. 

•  SPONSORSHIPSWe participate in public-service activities such as safety at sea conferences.

•  EASY HIRINGWe operate a HIRE A CAPTAIN service that enables boat-owners, brokers, and dealers to find and hire captains.

•  SPEAKERS BUREAUNeed a guest speaker for your yacht club, association or other maritime-related organization? Ask one of our Coast Guard-licensed captains. 

•  INFORMATIONWe provide information and resources relating to maritime issues to the general public. Our CAPCA Tweets are available to all.

•  E-MAIL UPDATESWe provide e-mail updates about safety issues and CAPCA meetings, classes, etc., to members of the maritime community. Sign up, using the form on our homepage.

•  CODE OF ETHICSWe maintain a code of ethics for our members designed to foster transparency and straightforwardness in their business dealings with clients.

MEET ONE OF OUR CAPTAINS

CHAMBLISS

CAPTAIN PETE CHAMBLISS is typical of many of our members. He spent 37 years as a state government employee before switching careers and becoming a full-time captain. He earned his Coast Guard captain's license (a 50-ton master for inland waters) and now operates water-taxis for Watermark. He also serves voluntarily as director of CAPCA's continuing education program.

"I've held my Coast Guard captain's license for 25 years, but I never really used it until eight years ago," Pete says. "I joined CAPCA for the educational programs that it runs and for the opportunity to network with—and learn from—other captains." See Pete on the water in Annapolis or come meet him and other captains at one of our monthly meetings.
