Ken Binnix
CAPCA President, USCG 50GT Masters
I am a native of Maryland and spent a good portion of my life boating on the Chesapeake Bay. As a youngster, most of my experience
was on power boats – fishing and crabbing in the Drum Point and Solomon’s Island area. Later in life I took a liking to sailing
and began crewing for Bay Racing without giving up the power boat interests.
In 2000 I obtained by USCG Masters 50 Ton Inland License and began working part time operating water taxis’ as a relief captain, providing
instruction to new boat owners, and performing qualification evaluations for bare boat charter companies. The inner action with the boating
public appeals to me and is something I always find enjoyable.
Within a few months of obtaining my license, I joined CAPCA. Between 2000 and 2004 I served as Program/Speaker Coordinator, the
Telephone Monitor, and Vice President. These leadership positions were very worthwhile and have been fun because of the tasks and the
members of this professional association.
I have lived in Annapolis for over 30 years and married for 42 years. My wife, Carol, and I have three sons. Each is married, live
in the Annapolis – Baltimore area. From them we have ten grandchildren. I continue to work full time in the environmental business
for the disposal of solid waste in Maryland and for the processing of wastewater for reuse Worldwide.
Besides serving as President of CAPCA, I am Chairman of the Maryland – Delaware Solid Waste Association and serve on the Executive
Committee for the Oyster Recovery Partnership. Being a part of the maritime community has always been an important part of my
life. Serving as President of CAPCA is a great honor.

John Wesley Nash
CAPCA Vice President, USCG 50GT Masters
John inherited his love for all things nautical from his father while growing up on the Chesapeake Bay. Today he lives on the South
River, cruising and fishing the Bay with his wife Kathy on their Tiara 3500-Open. He holds a 50-Ton Masters License with Assistance
Towing endorsement.
When not on the water, John is the Executive Vice President and Chief Operating Officer of Communications Engineering, Inc. (CEI) of
Newington, VA. CEI is an internationally known Systems Engineering and Implementation Company, providing Broadcast System Design and
Integration Services to Television Networks worldwide. John has more than thirty-five years of experience in the broadcasting industry,
having held a wide range of management and technical positions. His current responsibilities include corporate planning, project
management, new technology investigation and implementation, vendor relations, and workforce management.
John is a member of the Society of Motion Picture and Television Engineers, Audio Engineering Society, and The National Academy of
Television Arts and Sciences. Over the past year, he served as CAPCA’s Web Support Specialist. Now as Vice President, he values the
opportunity to serve CAPCA’s membership and assist in the association’s growth as an outstanding professional maritime organization.

Captain Bob Larsen
Assistant Vice President and Membership Chairman USCG 50GT
I am originally from upstate New York and started boating as a teen on the Hudson River around Kingston, New York. I moved to this area in
1976 and have enjoyed boating on the Chesapeake Bay ever since.
In 1967, after graduating form Adelphi University, I enlisted in the Navy. I served as a Radioman Second Class, first on shore duty in Cutler,
Maine and then on a destroyer escort based in Newport, Rhode Island. After my enlistment was up, I went to graduate school at Albany State,
received an M. S. degree in Accounting, and moved to Washington, DC. to start my career as a Federal auditor. My career took me to the West Coast
where I lived in Huntington Beach and Long Beach, CA and Seattle, WA. I moved back to the DC. area in 1990.
After leaving the federal government in1996 with an early-out retirement, I started a yacht delivery business. After my second child was born,
I decided to stay closer to home and worked as a water taxi captain, first for Chesapeake Harbor Marina and later for Ed Kane’s Water Taxi in
Baltimore. I hold a 50 ton Masters license with auxiliary sail and assisted towing endorsements.
I joined CAPCA in November 1997 and became Membership Chairman in 2002. This is my first year as Assistant Vice President.
Currently, I work part-time for a financial consulting firm in Columbia, MD. I live in Severna Park with my wife Kathy, daughter Julianna,
and son, Eric. We enjoy the Bay now on our 35 O’Day sailboat.

Carl Bart
CAPCA Treasurer, USCG 50GT Masters
I was born in Baltimore and have spent most of my life here. In the late 60’s I spent time in an army intelligence unit with much of the time in SE Asia. Fortunately or unfortunately I am the main character in two books written by Paul Betit which are based on the investigations of murders that occurred in Vietnam and North Africa on secret military bases. Of course they are both fiction!!!!!!!!! I have worked as a Police Officer in Baltimore City and Baltimore County and have worked for the Police and Correctional Training Commissions for over 30 years. I have conducted training for police and correctional officers and firefighters at ever level including Counter-Terrorism and Weapons of Mass Destruction. I am currently the Facility Manager at the Public Safety Training Center in Sykesville, MD. I live in Pasadena my wife, of 29 years, Judy and have two grown children. When I eventually retire, if not sooner, I intend to do boat deliveries and training for new boaters.
I am looking forward to serving as Treasurer, getting to know and working with all the CAPCA members.

Karen Holcomb

Recently elected CAPCA Secretary, Karen has been a valuable person in participating in special projects. Until this new position she was the delightful person that managed the name badges and greeted everyone during the monthly meetings. We value her focus and dedication in helping our association to continue to achieve high standards of professionalism.

Kenneth Appleton
CAPCA Programs Director, USCG 50GT Masters
Raised in a sailing family I had my License to operate passenger vessels of not more than 10 Tons by the time I was 19. I used it
while teaching sailing and eventually running the launch service for a small Yacht Club on Long Island Sound. After College I joined
the U.S. Coast Guard to satisfy my service obligations and found I loved it. I started my career in Boating Safety and finished my
career as a Captain and Chief of the Coast Guard’s Contingency planning Division in charge of Crisis and War planning. In a time of
downsizing, as the Viet Nam War wound down, I never got the chance to go to sea.
I have raced and cruised on sailboats all my life and once retired have been able to cruise in some exotic locations. Most recently
in the Svalbard Islands well above the artic circle above Norway. I earned my 50-ton Masters License with sail endorsement in 2006 as
a means to furthering my education. Although I do not plan to use my license commercially I find it a "ticket" to maintain proficiency
through organizations such as CAPCA and attracting invitations in longer delivery trips from time to time. My wife and I tend to travel
a good deal so I may miss a number of CAPCA meetings. We have one grown daughter.

Dick Burkhard

In my prior life, when I was gainfully employed, the first twenty years were spent in retail department store and specialty store management and
the past twenty years employed in the staffing business. In 1999 I began my own business, Brandywine Technology Partners, which is an Information
Technology Recruitment and Staffing firm, which I sold in 2005.
I am now engaged in starting a new part time business venture, incorporated as "This Old Boat Company", which will specialize in the acquisition,
sale, restoration and parts search for "old" boats, both wooden and classic glass.
I live with my sweetheart of almost 30 years in Wilmington, DE and North East, MD where we keep our boats. Most of my idle time is spent on or
"messing around with boats". I currently own and operate a 1986 32’ Carver Mariner, which I dock at the North East River Yacht Club, (North East
River, Maryland) and a 14’ 1958 Chris Craft Zephyr Kit boat that I recently had restored.

Linda Utrup
CAPCA Continuing Education Director, USCG 50 GT Master’s License
Linda has been sailing for 30 years in the Atlantic and Caribbean and holds a USCG 50 ton near coastal Master’s license with auxiliary
sail and professional assistance towing endorsements. She has been Fleet Captain for a sailboat chartering corporation. She has trained
people in boat handling, sailing and navigation on a variety of recreational boats up to 45 feet in length. She has also provided overnight
and around the Delmarva Peninsula training cruises. She regularly sails a 38 foot sloop for recreation. In her other life, Linda has
a Ph.D. degree in microbiology, molecular biology and biochemistry and has worked in these areas.

Tony Carey
CAPCA Past President 2007, USCG 50GT Masters
I grew up in Virginia Beach, Florida, England and then France. I came home at the age of 18 and served 20 yrs in the Army, retiring
in '99 after visiting all the lovely places. Five years before I retired, I bought my first boat in '94 with the dream to sail off at
my retirement. I ended up living aboard for the next 8 years - I loved it so much. In the spring of '99 as I was getting ready to retire
and sail off, I obtained my Captain's license to fill in the cruising kitty along the way. In mid '99, I set off on a three-year cruise to
Europe and back on my Morgan38. While in Europe when I wasn't cruising, I captained boats in Spain, the Balearics, France, Greece and Turkey. I completed several long deliveries in the Med. During the winter months, I came home to Defense Contractor work and one winter, I skippered charter boats in the BVI's for 3 months. After 9/11, sitting in the south of France working as Resident Captain on a 100' yacht during a major refit that winter, the world had changed and cruising lost it's flavor for a bit. The call to duty is in my blood so I set sail in February back to home waters. I single-handed back to the Chesapeake to work in Defense Contracting. I currently work in the field of Counter-Terrorism and Technology transfer to the Military. Since coming home, I started AGC Maritime, Inc. to do deliveries and provide training "on your boat", which I do most summers and it's fun. Of course part of all this has been the pleasure of serving with you in CAPCA, which I believe in and think has great potential to become something more as modeled in other industries, like pilots, and other commercial professionals.
