Kenneth Appleton
CAPCA President, USCG 50GT Masters

Raised in a family that loved the water, I had my license to operate passenger vessels of not more than 10 Tons by the time I was 19. I used it while teaching sailing and eventually spent a summer running a launch for a small club on Long Island Sound. After college I joined the U.S. Coast Guard to satisfy my service obligations and found I loved it. I started my career in Boating Safety and retired as a captain and Chief of the Coast Guard’s Contingency Planning Division for civil and military preparedness.

My wife, daughter and I moved to the Annapolis area in 1994 and fell in love with some of the finest cruising grounds in the world.

I have raced and cruised on sailboats all my life, and once retired, have been able to indulge my passion through chartering or crewing on other people’s boats (OPBs). I earned my 50-ton Masters License with sail endorsement in 2006 and joined CAPCA shortly thereafter as a means to furthering my boating experiences. In a small way I hope to repay those who have helped me by volunteering to support CAPCA. This is an impressive group to be associated with, and I am honored to take a trick at the helm as your President.

Karen Holcomb
CAPCA Vice President, USCG 50GT Masters

I was introduced to sailing and the Chesapeake Bay almost 20 years ago while living in Pennsylvania. I continue to enjoy the simple pleasures of being on the Bay and find myself happiest when I am on the water. Since my introduction to the Bay, I have been working my way south to be living in the heart of the Annapolis maritime community.

I received my 50T Masters Inland license in 2005 and served as CAPCA Secretary from 2006 until 2009. Over the past year I have served as Publicity Chair for CAPCA. During my tenure, CAPCA has undertaken an aggressive marketing program with the intention of increasing job opportunities for CAPCA membership.

My professional career over the last 32 years has been founding, growing, managing, and working with non-profit agencies that provide community services to individuals and families with disabilities. At the age of 25, I had a passion to assist others in need and founded Holcomb Behavioral Health Systems, a non-profit agency that continues to serve various communities throughout Pennsylvania and New Jersey. I was presented with an opportunity to create jobs for people with disabilities through the AbilityOne program and founded A.C.E. Industries, Inc. (Access Competent Employees). Today these agencies are part of the Chimes Family of Services and continue to grow and provide valuable community resources for individuals and families with disabilities. My role today with Chimes is as a Benefit Coordinator overseeing a multi-million dollar Health and Welfare Trust Fund.

I remain an avid sailor who owns a powerboat. I’m committed to growing “KHMaritimeservices, LLC” into a retirement business that will combine my love of traveling, photography, and my passion for yoga retreats in tropical climates.

I strongly believe in the mission of CAPCA and look forward to serving as your Vice-President.

Karl Marchut
Assistant Vice President, USCG 50GT

Karl is from Carlisle Pa. He began sailing 1979, at a small lake in Pennsylvania. Karl fell in love with the water and immediately began to spend all free time sailing. Karl’s sailing skills, quickly became noticed, and he was invited to sail as crew on the Chesapeake. A strong love for the Chesapeake soon developed. As years passed he acquired enough time for a Captains license. Always a passion for learning, Mariners School provided the education for a license.

Karl immediately joined CAPCA upon receiving his license. CAPCA has provided the right connections and additional seminars to make his license profitable. Karl has been a Master 50 ton, with assistance towing and sailing endorsements for 5 years. Professionally, he worked as a Tour Captain with Ride the Ducks at Inner Harbor full time for 2 years.

He has just completed a total refit of a 32 Endeavor Sailboat, which has been a two year project. This boat had sunk at it’s slip, and Karl acquired it through Maryland’s Abandoned boat law. Karl sails this boat, his mistress, out of Middle River.

Mike Cosenza
CAPCA Treasurer, USCG Unlimited Masters

My nautical experience began the day after I graduated from a Long Island high school and reported to the U.S. Coast Guard Academy, in New London, CT. I ended up wearing those slightly less than stylish blue uniforms for the next 30 years. In addition to a variety of shore jobs, I served on ships in Juneau, Key West and Newport, Rhode Island and commanded them in Sandy Hook, Honolulu and Galveston.

I first came to the Maryland in the early 1990s to teach seamanship and navigation at the U.S. Naval Academy. During my time at USNA, I earned my first license and over the years upgraded until I ended up with a master of steam and motor vessels of any gross tons upon oceans (AKA an unlimited license).

After retiring, I drove a Philadelphia based Vane Brothers tug moving a oil barge up and down the East Coast. After that I skippered harbor tour boats in DC and Baltimore, water taxis in Annapolis as well as working for Tow BoatUS, in Annapolis. I enjoy sharing my experience and I have taught a handful of courses to merchant mariners at Maritime Institute of Technology and Graduate Studies (MITAGS) near BWI.

I also believe in giving back to my community, so in addition to helping with the after school programs at the Annapolis Maritime Museum I volunteered to be your treasurer.

Bill Harrison
CAPCA Secretary, USCG 50GT Masters

William S. Harrison is a retired U S Navy Captain. He started sailing through the shallow spots of the South River in high school in the mid fifties, and joined the Navy and started out as an aircraft mechanic. Along the way, He earned his FAA commercial pilot’s license, but found that boating is just more fun. He has been a licensed master for 24 years.

He has sailed in New England, The New Your Barge Canals, The Chesapeake Bay, The Atlantic Intracoastal Waterway to Florida The Bahamas, the Virgin Islands and participated in the Annapolis to Bermuda Race. Bill is a former President of CAPCA, and has taught sailing at the U S Naval Academy and other sailing associations.

Bill is fully retired and lives in Edgewater where he keeps his sailboat. He is a member of the Eastport yacht Club, The Naval Academy Sailing Squadron and the Fleet Reserve Association. His son Sandy is a CAPCA member as well.

Priscilla Travis
CAPCA Programs Director, USCG 100GT Masters

In 1977 I first visited Annapolis and the Chesapeake Bay area, and thought it would be a great place to live. It took a while, but in 2003 I moved to Chester and became a new Kent Islander. Over 38 years my career led me into television producing and directing, a number of theatrical stage directing activities and a long stint as a university professor in the Communication, Broadcasting and Theatre fields. University teaching allowed for three month summer vacations and in 1978, on my first boat, a 33’ Dutch-built steel sloop, I began nine seasons of summer cruising that covered east coast waters from Nyack, NY to Maine and Nova Scotia, with a Bermuda trip one summer and a 14 month full-time, round trip cruise from Nyack to Nova Scotia to the Bahamas. I earned my first USCG license in 1985, so I could get involved professionally on a part-time basis in teaching on the water and doing yacht deliveries.

In 1988 I commissioned the build of a new yacht, a 42-foot, Ted Brewer custom-designed steel and aluminum cutter that was fully commissioned in May of 1990. Preferring cooler summer climates I took Nomad from Norfolk, VA to Nova Scotia and based her in the Bras d’Or Lakes, which provides easy access the wonderful summer cruising areas of Newfoundland, Labrador, the Gulf of St. Lawrence, and the Bras d’Or Lakes themselves. Biting the bullet and retiring early offered the chance to expand cruising grounds, so in 2003, with three friends, we sailed from Newfoundland to Ireland. Since then I spend summers in the waters of Scotland, Ireland, England and northern Norway. In 2007-2008 I circumnavigated the entire British Isles, from the Clyde to Shetland to the Channel Islands and back to the Clyde, most of it single-handed – a wonderful trip.

I look forward to serving as the Programs Director and hope CAPCA members will communicate suggestions for guests you would like to hear speak at our meetings. Continuing high-quality programs is important to achieving CAPCA’s commitment to serving the professional needs and varied interests and of our members.

Bill Washington
CAPCA Employment Opportunity Program, USCG 100GT Masters

I’m originally from New York City and learned how to sail as a teenager spending my summers in Sag Harbor, NY. I moved to the DC area in 1970 and have been on the Potomac River and the Chesapeake Bay ever since.

After serving in the Army from 1967 to 1970, I landed here and had various jobs ranging from the Federal Government, private industry and District Government from which I retired in 2001. All involved the graphic arts in one form or another and ultimately computer graphics and the web. I also met my wife here in 1970 and we’ve been together ever since, with 2 kids and 3 grandkids

I received my initial license over 15 years ago and have owned three boats of my own, including a commercial assistance tow boat which I operated on the Potomac River during the early 90’s. While working for and after retiring from the DC Government, I operated a number of tour boats, charter yachts (both motor and sail) and private yachts on the Potomac. I also created a website called Black Mariners which gives a history of African-Americans on the oceans and waterways. It is still a work-in-progress (http://www.blackmariners.com). I was fortunate to sail as Second Mate aboard the Half Moon (a square-rigger) on the Hudson River in 2005. This was a nine day trip from Verplanck, NY to Albany. We had 11 middle school kids, 3 teachers and a crew of 8. Did I mention there was only one head and no showers? Great trip!

Currently, I run the Motor Yacht Pelican as Ship’s Master out of National Harbor, MD. The Pelican is a Bluewater Yacht owned by Fort Washington Potomac River Tours, LLC. We do everything from birthdays, weddings and anniversaries to corporate outings. I’m a certified wedding officiant so I can perform the ceremonies as well. In addition, I handle all the collateral material for the company (brochures, business cards, videos, commercials, etc.) and assist in the marketing.

John Wesley Nash
CAPCA Continuing Education Director & Webmaster, USCG 50GT Masters

John inherited his love for all things nautical from his father while growing up on the Chesapeake Bay. Today he lives on the South River, cruising and fishing the Bay with his wife Kathy on their Tiara 3500-Open. He holds a 50-Ton Masters License with Assistance Towing endorsement.

When not on the water, John is the Executive Vice President and Chief Operating Officer of Communications Engineering, Inc. (CEI) of Newington, VA. CEI is an internationally known Systems Engineering and Implementation Company, providing Broadcast System Design and Integration Services to Television Networks worldwide. John has more than thirty-five years of experience in the broadcasting industry, having held a wide range of management and technical positions. His current responsibilities include corporate planning, project management, new technology investigation and implementation, vendor relations, and workforce management.

John is a member of the Society of Motion Picture and Television Engineers, Audio Engineering Society, and The National Academy of Television Arts and Sciences. John and his wife are also active members of Eastport Yacht Club and Annapolis Sail and Power Squadron (ASPS).

In the past, he served as CAPCA’s Vice President and Web Support Specialist. Now as Continuing Education Director & Webmaster, he values the opportunity to serve CAPCA’s membership and assist in the association’s growth as an outstanding professional maritime organization.

Tom Carlson
CAPCA Membership Director, USCG 50GT Masters

I bought my first boat, a 14 ft. runabout, at the age of 16, and learned basic seamanship on the waters of Jamaica Bay in New York. Army service and a career took me away from the water until 1970 when I acquired a 19 ft. Mariner sailboat and began to sail ( and race) on the Great South Bay. During the next twenty years I cruised the waters of Long Island and Block Island in several different boats, twice participating in the Round Long Island race.

After 25 years in the commercial construction business, I retired in 1991 to the Eastern Shore of Maryland. A business purchase again took me away from the water for a few years and I returned to my first love, sailing, in the late nineties. For the last dozen years I have sailed the waters of the Chesapeake, with several trips down the intercoastal waterway.

I retired for the second time in 2009, and at the urging of my wife, pursued my captain’s license. It was something I always wanted to do but never seemed to find the time to accomplish. I now hold a 50 ton Master license with sail endorsement. I currently use my license as a volunteer captain on the Mister Jim, a replica 53ft buy boat, owned and maintained by the Chesapeake Bay Maritime Museum.

I live in Easton with my wife Jean and two teenage sons, Ty and Steven. We sail our 35 ft O’Day out of Oxford and are members of the Oxford Yacht Club. I have been a member of CAPCA since 2010.

Sally Lane Smith
CAPCA Publicity Director, USCG 200GT Masters

Sally’s first experience sailing was through a youth program held by Mystic Seaport Museum in Connecticut on the 62’ schooner named The Brilliant. Since then she has felt the gravitational pull toward the water. She spent over five years after college working on boats full-time starting with a tall ship out of Camden, Maine, followed by a variety of private yachts on global waters including the Chesapeake Bay.

After leaving the full-time yachting world, Sally began work in the field of marketing where she gained over 18 years of experience and now runs her own marketing consulting company in Annapolis.

She and her husband relocated to Eastport from Boston in November of 2010 and she is very excited to be a part of CAPCA and combine her two worlds, maritime and marketing, to help with publicity..

Ken Binnix
CAPCA Past President, USCG 50GT Masters

I am a native of Maryland and spent a good portion of my life boating on the Chesapeake Bay.  As a youngster, most of my experience was on power boats – fishing and crabbing in the Drum Point and Solomon’s Island area.  Later in life I took a liking to sailing and began crewing for Bay Racing without giving up the power boat interests.

In 2000 I obtained my USCG Masters 50 Ton Inland License and began working part time operating water taxis’ as a relief captain, providing instruction to new boat owners, and performing qualification evaluations for bare boat charter companies.  The inner action with the boating public appeals to me and is something I always find enjoyable.

Within a few months of obtaining my license, I joined CAPCA.  Between  2000 and 2004  I served as Program/Speaker Coordinator,  the Telephone Monitor, and Vice President.   After a brief hiatus from CAPCA’s leadership, I was elected President and served from 2008 to 2010.  I have found these leadership positions very worthwhile and they have been rewarding because of the challenges, the tasks and the opportunity to work with the members of this fine maritime professional association.

I have lived in Annapolis for over 35 years and married for 45 years.  My wife, Carol, and I have three sons.  Each is married and live in the Annapolis – Baltimore area.  From them we have ten grandchildren.  I continue to work full time in the environmental business for the disposal of solid waste in Maryland and for the processing of wastewater for reuse worldwide.

Besides my leadership tenure with CAPCA, I am the current Chairman of the Maryland – Delaware Solid Waste Association and I serve on the Executive Committee for the Oyster Recovery Partnership.  Being a part of the maritime community has always been an important part of my life.  Serving CAPCA has been a great honor.
